Move-out and post-construction cleaning: which rules apply
Most house cleaning needs no contractor registration in Washington. Two jobs that cleaning companies also sell are different, and a move-out clean has its own paperwork if you rent.
Regular and move-out cleaning
House cleaning is not construction, so L&I contractor registration does not apply to it. Registration covers work that adds to or subtracts from real estate. (L&I F625-084-000) Check the business license instead, on the DOR Business Lookup.
Two jobs that do need registration
The state's Small Business Guide says contractor registration is needed for:
- janitorial services that remove construction debris when cleaning new construction, and
- pressure washing services that clean buildings or decks. (Washington Small Business Guide)
The same guide says the minimum fine for doing contractor work without registration is $1,000. (Washington Small Business Guide, read Oct 18, 2026) If your job is a cleanup after a remodel with debris to haul, or a pressure wash of siding or a deck, look the company up on L&I Verify before you book.
Moving out of a rental
Washington's deposit law gives your landlord 30 days after you move out to send a statement and any refund. The landlord may not keep deposit money for wear from ordinary use, or for carpet cleaning unless the wear goes beyond ordinary use and is documented. Cleaning or repair charges have to come with copies of estimates or invoices. (RCW 59.18.280)
- Book the clean for after the movers leave, so the crew can reach every room.
- Ask for an itemized invoice that lists the rooms and tasks.
- Take dated photos of each room when the crew finishes.
- Keep the invoice and photos until the deposit statement arrives.
Questions for the company
- Is this a regular clean, a construction cleanup, or a pressure wash? The answer decides which license to check.
- For construction cleanup or pressure washing: what is your L&I registration number?
- Are your crew employees, and do you have an L&I workers' comp account?
- Will the invoice list each room and task?
